Halong Bay is not only a tourist spot but it supports many Vietnamese people livelihood. We have the fishermen, the people who sell daily essentials to tourists and the junk operators and of course people who ferry tourists around to the many grottos in the area.
Since fuel is expensive, a motor powered boat is out of the question. You will see many of them paddling hard to reach where they want to go. Sometimes, with huge amount of tourists on board as well.
