The Vietnamese Government or rather Ho Chi Minh had strong Soviet influence and it is not surprising to see them welcoming their visitors with flying flags at the Ho Chi Minh Mausoleum.
In a way, the modernisation of Vietnam started when Ho Chi Minh decided to rule the country his way, rather than the French or American way.
